I'm going to say you're probably hearing the fuel system prime. You hear the same/similar thing on many vehicles.
I've heard the fuel system prime in many cars, but none of them ever sounded like THIS! It's like a more of a whistle then a humm/whine.

I'd describe my noise more like a hoot, I figured it was the ECU tuning the throttle body to get proper flow through the turbo/FMIC right after startup. Sounded like a pneumatic/harmonic issue, like blowing over the top of a half-empty bottle.

It happens when you turn the key to "ON". Is that what you are all talking about? It also only happens once in a while. Ken

Ken
Yeah its probably the same thing your hearing. when you turn the car to On the fuel system primes. I usually use the startup sequence on the guages to tell me when to actually turn on the car. I wait for them to do their thing then turn the car on. this way I know the fuel system is ready to go.

It does sound strange, but I don't see how it would be the power steering. And if it was the fuel pump, wouldn't that come from the rear of the car.

When the ignition switch is turned on, the fuel pump begins to activate and pulsate. This noise may be audible. The pressure regulator was modified to prevent this pulsating noise. If you encounter a noisy pressure regulator, replace it with the modified one. Actual TSB at http://www.scoobymods.com/forums/showthread.php?t=4809 . I've had it since day one and 35k miles later I haven't bothered bringing it up to the dealer since I don't want to mess with anything if it ain't broke.
Thats a pulsing noise, i would thing that is different from whats discribed? maybe its the same. the fuel pump isnt that far behind u to hear its just at the rear seat- isnt there a access panel for the fp assembly? If the noise is that loud with 25-30k might be a good idea check the fuel filter- unless its integrated into fp assem.
