Valve cover bolts sleeves/rubber seals need changing or can they be reused?

Why were they removed?

If they weren't causing a problem and the valve cover gasket was good/not leaking, then you could reuse everthing. They usually all come in the same kit, gasket and bolt sleeves...

If you had to replace the gasket, good bet the rubber in those is also getting tired. Worst case, just throw them back in and keep an eye on them for leaks. They are not a "one time use" part, really...
