This was the first public appearance (in 1955) of the then-new 707 prototype, scheduled as a simple fly-by over Lake Washington (near Seattle). Boeing test pilot Tex Johnston was in the left seat, and Boeing's president was watching from his yacht, along with a bunch of airline VIPs he had invited. The roll was definitely not part of the official Boeing plan, and it nearly cost Johnston his job. Boeing had bet its future on the success of the 707, and if something had gone wrong it probably would have been fatal for the company.
