The only thing I've really tried is a damp towel but that doesn't do anything. Usually if you wear tennis shoes, those scuff marks are rubber markings which can be cleaned.. if those marks are made by dress shoes, the plastic to plastic contact may be worse and the shoe would win. That's like getting your car keyed and then washing it to remove it. Ain't gonna happen... You can carefully sand down the part that is lighter and make the scratches blend in, but you can't just wipe them off.
