Is that really the only issue? I thought it wasn't long enough or something. If the issue is just a bulge, couldn't the bulge just be cut off?
Not really, here's why.

On the USDM and JDM rear bumper that bulge is molded into the bumper, so if you wanted it flush, you would have to cut it off, which would leave a hole in the bumper and then what are you going to solidly mount it to? Not only that, but since the bulge extends from one exhaust cutout to the other, you would have to notch the diffuser.

With the JDM bumper, you can again see the bulge

There is a slight possibility that the diffuser doesn't extend past the bulge, however, with that bulge there is no guarantee that it is the same smooth shape from the bulge down (see pic below) that you see on the Aussie.

I'm not saying to cut off the whole grey part, but can't the bulge just be trimmed down to look the same as the top part of the grey area? Or sand it down or something. I dunno...
Not really since the plastic is about 7mm thick, so you would have to, at the least cut a rectangular chunk out of the bumper where the bulge is, since the bulge protrudes more than 7mm
