Get a bigger engine. Seriously though... Intake and exhaust on an NA usually kills low end torque.
rao
A larger engine There is nothing that you can do to make a material difference in low end torque (or high end power, or midrange, when you get down to it). Rob IF YOU CARE ABOUT YOUR CAR YOU SHOULD NEVER DRIVE IT

bjmsdrum00
headers!! don't get a bigger exhaust, larger diameter piping = better hp up top, but less low end torque. just get headers w/ stock exhaust, you'll gain torque if thats what your looking for. btw, your car is one of the heaviest legacy's made (you gotta pay a price for all that luxury if you could find a way to remove any of the weight it would feel and be a little quicker (ie remove big ass speaker box from the trunk, take out spare, remove some of the sound deadening material, lightweight hood, etc)
JohnnyBoyShoots
If you could get your CR up (pistons, or head gasket?) that would make more torque. Other than that, cams, forced induction, nitrous? Porting, and intake/exhaust simply increase flow at high RPMs = more power.
