2012 Legacy Fuel Door removal?

Someone keyed my car, scratching my fuel door in the process. Therefore I am trying to remove the fuel door on my Legacy. There are two metal tab-like pieces that hold it in place with a hole in the middle, however I don't see anything with the clear purpose of removing them. :confused:

 

Why does this have to be so difficult? Other cars have regular 10mm bolts.

 

Any help would be greatly appreciated.

With a rivet, best way to remove is to drill through the center (the outer part is plastic, but the expander is aluminum it looks like) - if you try to yank the rivet out you will deform the hole it goes through. Here's a picture of the part (uninstalled - when installed the aluminum tang will snap off at the front of the rivet, and the ball end will expand the rivet behind the hole)
