Is this Oil Temp too hot?

That oil temp is not out of the ordinary, if you're low on oil it will get hotter than normal. If it gets to 240-260F, I'd get concerned.

Was even hotter here a while ago, it was 42 Celsius but my oil temperature never went above 94 Celsius at the same speeds as yours.

My 2020 Legacy has always run about 215F or say over 200F.

Here in Las Vegas it is over a 100F.

 

When the outside temp is lower my oil temp is also lower.

I drove quite a bit since then and it is now back in the 95-100C range (203-212F) which is typical in summer driving with the AC going. My oil level is slightly above full. I did the first oil change myself 3000 km ago. I suspect the tailwind for my higher oil temp the other day.
