I've seen that issue happen before on a computer with some sort of malware on it, so I'd suggest running a scan with your antivirus program of choice. If that comes up empty, download Malwarebytes (https://www.malwarebytes.com/) from a different computer, because any malware worth its salt will keep you from downloading it, copy it over to your computer on a USB drive, then boot into safe mode (assuming it's a Windows machine) and run it off the USB drive. I've had very good luck with this program in the past, plus the free download is kept up to date, so it'll usually pick up on most malware.
