getting zero boost, but turbo is spooling

It should be normal then. The oil seals within the turbo operate most effectively when the turbo is making boost - the positive pressure creates the effective seal. So you expect to have some small amount of oil leaking out the seals.

 

If you remove the intercooler and oil starts gushing out - then your seals will probably be failing. A few drips/film is to be expected.
