Subaru of Japan does sell the headlight piece by piece. Meaning if you wanted to just buy a lens cover or the body or the inner housing you can. However, it's not cost effective as they usually price the parts comparably close to the entire unit. But it is possible. Whether they have stock of the individual parts is another story. Well, when you ship anything in the size of a bumper, dimensional weight is what causes the shipping to be higher than the item itself. Think about the size of the box that has to be flown over. Even on the boat its pretty expensive cause you have to pay customs fees and brokerage.

This is a link from someone who make a pretty good document of their 06 USDM SPEC B converting over to a JDM SPEC B front bumper. Its REV A-C so usdm 05-07 legacy. http://www.nonox-design.com/projects/project_LegacySpecB/ He did not use the JDM Bumper Beam, fender liners, undertray, and foglights.
