what is wheel offset?

The distance between the centerline of the rim, and the mounting surface at the hub.

 

A positive offset means the centerline of the wheel is offset towards the centerline of the car. Negative offset (which Subaru's don't use) is the exact opposite.

 

So a 48mm offset means that the centerline of the wheel is 48mm inboard of the hub mounting surface. That's why lower offset wheels stick out more than higher offset wheels.
