If so, then you need to enough fuel to use that extra airmass. *Maybe* your existing pump/regulator/injectors can do this, maybe not. Do you know what your existing IDC is? How much more airflow are you expecting? If your existing fuel system can't handle the larger turbo, there's no point in upgrading the turbo - you'd have to dial back the boost to match your fuel system capability anyway. You can take advantage of all that low end power where you've got extra injector capacity anyway and taper it up top if you're getting close to max duty cycle.
