Third cat to exhaust pipe, how tight on bolts?

I recently tried out a race pipe (cat delete) for the third cat. Couldnt stand the smell of exhaust.

 

So i am getting rid of it (75 bucks anyone?).

 

Anyway, I also did a shorty DP (DWG) at the same time, and now I think i have an exhaust leak.

 

My question is, how tight did everyone tighten down the spring loaded 3rd cat to exhaust bolts? I tightened them all the way down (couldnt remember) and i think the load is causing the DP to 3rd cat pipe to separate under load. Any thoughts? Should i loosen that spring loaded connection?

13 ft lbs for the OEM spring bolts using the donut style gasket, that's all.
