When it looks really dirty. :)

 

I know, I know, that sounds like a smart-ass answer, but honestly, it's not, bruddah.

 

These types of oiled filters perform best at trapping dirt when they're a little dirty, so you don't want a "fresh" panel all the time. However, you'll definitely want to get to it before it becomes so dirty and grimy that the dirt is all but unable to be washed off....

 

Also, just remember that when you re-oil that you don't over-do it. Extra oil is not "better," and will only serve to gunk up your MAF. ;)
