Blowing Fuse - Tail Lights

Car Info: 2006 Legacy 2.5i Limited Sedan. 163k

 

Blowing the "Tail Clearance Fuse" in the driver side lower fuse panel.

 

The 15 AMP blows every time I use the Combination Switch or Hazard Rocker switch on top of the steering column.

(These two Parts are linked to the "Tail Relay" in the main fuse box).

 

I have check the rear Tail lights, no shorts in the wiring there. No shorts in the Licence Plate Lights either.

 

I then disconnected those from the rear wiring harness from the wires, and it still blows the "Tail Clearance Fuse".

 

Do the Combination Switch or Hazard Rocker have a history of being/going bad?
