2007 Spec B ECU Issues

Hello Subaru family. I am new to this forum and looking for some technical expertise. I have a 2007 Subaru Legacy Spec. B that has been a great car. Recently, the ignition coil connector for number 3 cylinder denigrated and may have shorted out. I installed a new plug and tried to start the car. The cooling fans both run wide open and I get a "Run Mode System Check" notification on the gauge cluster screen. I replaced the negative and positive battery terminals and searched for any lose ground but everything look correct. I tried to pull codes using my AP and a pocket scanner but neither would connect to the ECU.

 

Does this sound like a bad ECU? What do you think?

Thank you all for your replies. All of the coil packs are less than a year old. I checked all the fuses and nothing looks blown. Are there any fuses not in the two fuse panels that I should check?
