Tailgate rust

Are our tailgates prone to rust? Just rolled through the car wash and looked at it afterwards and there are lots of little rust spots .. 130k miles which isn't terribly high for NY. This is my 2rd subie getting this high and never seen anything quite like it.

 

on a plus side i haven't washed it in 2 weeks and almost forgot how nice the silver is when it isn't coated in salt.

I think certain years had less-than-stellar paint. I have 3-4 rust bubble areas forming on the roof and rear quarter window...
