See: https://www.danielsternlighting.com/tech/aim/aim.html While I agree that headlights are typically aimed down and thus the further from a wall, the lower the cutoff should be, I wouldn't really say there is a "standard" headlight aim. It is really going to vary from vehicle to vehicle. Also, typical aiming procedure involves doing so with the vehicle 25 feet away from a wall. Essentially, yes. That 2.1 inches at 25 feet = 0.40 degrees downtilt.
