EWG Leaking

I performed a smoke test at 2-4PSI, and found that the only place where it was leaking was the dump tube connected to the Tial 38mm EWG. I was expecting the EWG to stay closed until boost pressure overcame the spring pressure of 15PSI.

 

Is it normal that the EWG should leak during a pressure/smoke test?

With the car idling, there was no exhaust coming out of the EWG dump tube. I am confused on why would there be air leaking during the boost leak/smoke test, but nothing when the engine was on.
