Where can I get a new cat online?

I looked into this a little bit yesterday and today, and unfortunately it looks like your options are somewhat limited.

I'm wondering if you can buy a couple of these aftermarket catalytic converters (or a used oem pipes), cut out the EPA cat, and weld in a carb compliant universal cat?
