ehsnils
Before sanding - try to soak them in the type of degreaser that you use when you wash your car. You can also try to wipe them with rags with gasoline or other solution. Try a spot first. Spray paint is usually not as resilient as the ordinary paint and comes off easier. And if you fail - get at the moron who traded in the car and have him pay for a new set.
Brady
I would start with a degreaser, as ehsnils suggested. Then a clay bar. If that doesn't work, THEN wet sand.

W1CKED
Looks like you are recommending to buy a SAM. While I am quite positive that would take care of the paint on the taillights...as well as any paint on the vehicle... ...I was referring to this: http://1.bp.blogspot.com/_G6GWzz-uojs/SzIm8U6POwI/AAAAAAAAA4M/JxKMu-wxwRQ/s320/AU_AircraftRemover_18oz_L.jpg

I would try the degreaser first.
