I finally got around to picking up a set of bulbs to change the one, only to find that neither are working. Reverse and the running lights work fine. Either way, looking at the wiring diagram the high-mount stop lamp is wired in parallel with the other two brake lights, so power is getting to the lights and the switch is working fine.
