1996 Legacy fussy starting

My '96 Legacy is getting hard to start, a problem that was present when I first got it but seemed to go away after I cleaned up all the contacts on the starter. Usually first start of the day, it takes a half a dozen tries to get the starter to crank the engine, usually it just clicks quietly if at all, although once engaged it starts 99% of the time although it seems as if the starter is engaging the flywheel just fine when it works, no buzzing rattle of a partly engaged gear. So I'm guessing the solenoid is getting enough juice to kick the starter in fully...when it works. Any ideas? I'm guessing solenoid.
