The other may be your aim - many of us go with off-the-book aiming on the fogs in order to achieve (by trial-and-error) the aim that we prefer. For example, since my area rarely gets dense fog, I choose to utilize (and thus re-aim) my factory fogs for the purpose of helping dig out lane markings and the curb in snowy/slushy conditions. Unless you really screw "up" - literally - the aim so that you are shining directly into oncoming traffic, there's almost no way that they would cause oncoming traffic to find them offensive, given first how low placed they are, as well as their optics.

 

With the overwattage, have a look-see at outahere's re-wiring walk-through - you're losing a bit of juice to the bulbs there, too, so you may not be getting as much light as you otherwise would have thought; still, this difference is likely to be secondary. :)
