Downpipe Swapping for Inspection

I need to get my car inspected in the next week and its stage II catless so I don't think it will pass. I went to XX Tuning in East Hartford, CT and they said they would charge me $400 to swap the stock downpipe in and then put the Perrin Catless back on. This seems pretty expensive seeing as most shops charge like $75 an hour.

 

The guy at XX also told me that taking off the downpipe by yourself is dangerous because you could break a pin off by the turbo?

 

How hard is it really do swap the pipes or is it worth it to spend the money to have professionals do it. Or does anyone else know of any place that would do it for cheaper?
