Mr. Sinister
I'm almost certain it's the steering column cover causing the noise. Sometimes it's quiet, other times it'll squeak from just slightly turning the steering wheel. Someone alluded to a TSB in this post: http://www.legacygt.com/forums/showpost.php?p=2511881&postcount=5 that recommended trimming the cover. Anyone have additional details on exactly what need to be trimmed?
Soda Popinski
Did you ever spill anything like coffee or soda on your steering wheel so it got inbetween the cracks? I would try a spray or two of WD-40... can't hurt anything but it could certainly help.

It sounds like plastic on plastic, which is why I think it's the steering column cover not fitting quite right somewhere.
