In the past this area has been a bit fuzzy, so the moderators have come up with a list of rules for the board. Rules are there if not logged in, but no rules when I'm logged in. Doesn't look like a browser issue to me. What worries me more is that your navigation is old. ohhhh, what template are you guys using? It may only be on light. try to log in from a dummy account and you should see the problems.
