I have read somewhere that every 5 years there is supposed to be a review of the road and that the engineers are supposed to track how fast cars are traveling and adjust the speed to be the average of what 80% of the cars are traveling. I could live with 75 tho. around here the hghest limit is 70... and tahts out in the middle of nowhere.
