I drive by it every morning and I always see unmarked government cars coming and going. No road name, and the sign says "Authorized Personnel Only" from the main road, then there is a guard gate 200 yards in. Then it's a long winding road to the top of a hill, all buildings obscured by view but you can see a massive antanea and satellites. It even has a heli pad. Almost got hit by the fires too, but i'm sure they have some big clearing around that place. Back then Voice of America, a government radio network, had a facility out there, but I thought it was up near China lake naval weapons station. What your seeing there is probably something similar. It's definately some kind of communications hub, and if there are government cars entering and exiting the facility then it's either that or a military telecommunications facility.
