STI Dash Cluster on 1998 Legacy RS?

Hey, 

Wondering if anyone can help me 

I'm in a deep personal search for a JDM Gen 2 Legacy RS with the EJ20R engine package and came across this legacy that has an STI dash cluster and some other STI badging around it. 

1997 Legacy RS - BD5-029317

I can't find any info on the trim purchase options for the Gen2's, but the dealer is telling me it was from the factory... 

The car does have an updated STI V2 GC8 Intercooler - Like in the second image, so my thinking is that the previous owner changed out the cluster and added the badging when doing the upgrades. 

Does anyone have the original purchasing spec for the Legacy of this year and either confirm/deny if this is OEM or not?
