P1560 code and possible fix

Having intermittent issues with my '05 Legacy GT LTD wagon.

 

Symptoms:

- occasional, intermittent CEL

- code reader fails, no connection (until yesterday, when it produced P1560 - Backup Voltage Circuit)

- CEL will magically clear itself after a day or two

- occasional hard start, eventually turns over

- symptoms may coincide with wet conditions, but are random so it's hard to tell

- starter battery was recently replaced, alternator tested fine

 

Searching around, I found this Outback owner who had the EXACT same symptoms and discovered a worn wire where it enters the cabin, between the fuse block and the OBD port. Helpfully, there are pictures.

My question.... How hard is it to access this wiring harness? Can I get to it from inside the car, or have to access under the inner fender? Recommended process?
