CVT shifting issue

Hi, all. I live in Barbados and just bought a second hand 2012 legacy CVT 2.0 JDM.

Everything works well except in automatic it doesn’t seem to shift to lower gears when it should. For example when I come to a complete stop and move off it feels like it is starting in second. And even while driving and I want to overtake I have to pump the gas peddle once to get it to shift. It seems like the throttle and the transmission are not synced. What disturbed me the most is when I attempted to reverse up hill from a driveway I had to practically floor the gas to get it out. The paddle shift works perfectly otherwise.

Anyone have any insight where to start? Could it be TPS Or sensor?
