Mud flap help

I installed some Rallyarmor mudflaps today, and the stock hardware for the splash guards included two screws and a plastic insert on each wheel well. Basically, the new mudflaps are only secured by the two screws in each right now, and the holes for the plastic inserts in the fender has decayed so much that I can't use another insert of self tapping screws.

 

I don't really want to drill into my fender, do I have any other ways to secure the mud flaps completely or am I just stuck with drilling?
