Most people feel more comfortable reading down though. That is why book spines are designed to have the words going from the top to thet bottom. However, in this application, I don't think the favicon is used as being informative, rather it is more for aesthetics. That's why I think it would "flow" better with the forward slashes found in the URL. But, then again, I'm just a network admin and have no real art skills, so I could just be talking out the pooper.
