Can anyone explain this lip?

I emailed AVO but no response yet. Does anyone know if this is a lip that also covers the lower part of the stock USDM bumper or is that a different bumper in the picture? In other words, is this compatible with a stock USDM legacy or not?

Being avojdm its a lip for the prefacelift NON spec b jdm front bumper. It will be a slightly different shape to the US ones since you guys have huge bumper beams which pushes the front bumper out further so don't think it'd fit.
