If it's increased air flow, the cheapest mod is a hybrid intake by using an air intake (J-Pipe) from a '96 or '96 Legacy EJ22. I have the same year and model as yours, and I recently got one off Ebay for $28 and I immediately saw a 2 or so MPG increase and the car seems to perform a bit better.
