can i use my obdll scan cable to flash my ecu with my laptop or i need to buy actual

I have a obdll scan cable which plugs into the car and laptop. Wondering if I can use it to flash my ecu without buying actual cables? Or anyone has one for sale ?

I have a obdII to usb from ebay and it works fine.
