2008 Legacy 2.5i, with low beams on, the high beams have a slight amount of current flowing to them but not enough to suggest that they are "on". When high beams are engaged the passenger side low AND high beams are on but only the high beam is on on the drivers side (low beam shuts off). Fuses are good, bulbs are good. I swapped the headlamp relays and the problem didn't follow. What is actually supposed to happen when the high beams are on, are all 4 supposed to come on or just the high beams and the lows shut off? Scratching my head...
