Answer is: remove 4 nuts so the only thing holding on the garnish is the teal D18 clip, then pull the garnish and the clip pulls through. It does not have the collar that is shown in the picture. I heated it up with a heat gun to ensure it was pliable. The other side of the clip is in a metal seating and it will not pull through to the visible side.

I'm going to remove the "trunk lid garnish" which houses the licence plate lights in a 2013 Legacy 2.5i. It has 4 bolts and an odd teal colored clip. Just pull/pry it out? Thanks in advance.
