Short run starting problem

I have a '96 Legacy L Wagon w/212K. When I start the car cold and make a about a 5 or 10 minute trip, stop the car and let it site for 5 to 15 minutes, when I try to start it, it will not start. If I wait 5 minutes, try again, it usually starts. If not, another 5 minutes might do it.

 

This happens when the outside temp is about 60 or below. When warmer I usually have no problem, unless it is very warm outside. In this case, if I have not started the car in the morning and try it in the afternoon after the temperature has climbed into the 80s/90s, it will not start. I might need to let it sit overnight until it will start.

 

Sounds crazy, but this is a pattern I've been experiencing for a while. Any clue on what the cause might be?

 

Also, once it is running, and I travle for at least 15 minutes or more, I have no problem starting it. Thanks for any help in deciphering the issue.
