I have 15% all around and I've only been pulled over once with no ticket in 1.5 years. That is probably not relavant to the OP since we live in different states. Actually in Washington its 35% all around in a passenger vehicle (except windshield) Source. But yeah, I have ran 20% for 3 years now and haven't had an issue, I also have a dark interior.
