Are you just looking for plugs? That's easy. Just paint a bolt the same color as your car and put a nut on from behind. Problem solved. :) Is there something else you are talking about that I'm not understanding?

On the wrx, the lisense plate spot is raised from the bumper, on the LGT it's just two holes. Just go to a body shop and have them filled.

what year Legacy? the '05's i've seen don't have any holes in the bumper.

 

my SVX had two holes, so i went to the hardware store, bought two "plastic caps" (how do i describe them? they are used to fill in extra holes in cabinets or furniture - they come with pretty much any IKEA furniture - flat dome-shaped top, and the bottom presses into the hole). they are in the section with the nuts and bolts and cabinet hardware in the little bins. they come in various sizes.

 

paint the tops, pop 'em in the holes. less than $2.

They don't have holes from the factory, but lots of dealers take the liberty of screwing in your front plate for you. Those are the holes he is talking about. Its state law that we have to have plates on the front in Utah, so I'm kinda stuck with it. I don't mind so much though... I put a really dark smoked cover on the front and it sort of blends in with the car.
