Im thinking of getting some volk racing LE28N wheels on my legacy, but i dont know what offset would be right for my car. I dont know if i need to roll the fenders because the wheels only come in 17x7.5.

LE28's come in many sizes...18x7.5 +47mm offset, many LGT'ers have run that size. No issues!

That's what I'm running without any issues in regards to fitment.

Just be prepared to cry when/if you bend a rim like I did this past winter. Don't take that to mean they're weak rims though, any rim would've bent on the edge of pavement that I hit. They're very strong but with the right amount of force even forged rims will bend.

I would hate to curb surf while running Volks, I guess you have to pay to play. 44+ might be very close to the fender if not stick out. Search for pictures of people running the same offset.
