5MT Shifting Issues at a Stop (2008 Legacy)

Hey All, first time posting - I've spent hours searching the forums for answers w/ no success, so if I missed anything, let me know. 

 

I have a 2008 Legacy 5-speed manual transmission, and I'm having issues getting into first or reverse from a complete stop, regardless of whether the car is on or off. When driving, it shifts fine into any gear using the clutch as normal, but if I come to a complete stop in a parking lot or a light, it often won't go back into first or reverse. In order to avoid getting stranded at a light, I've been putting it into first while rolling to a stop, which seems to work (though then I either have to keep the clutch pedal depressed or turn the car off until I can go). I've tried a couple things but they've had no effect. When I am not able to get it in gear using the clutch, rolling it backwards or forwards with either the clutch pedal in or the engine off allows it to go into gear just fine. 

What could be causing this issue?
