BH5 - IAM is always 0.00

I have a JDM 1999 Legacy GT rev B.

IAM is always 0.00 (in limp mode). I replaced the o2, which is now giving normal readings. Doesn’t pop any codes. Can’t find vacuum leaks, tested and cleaned BCS, cleaned MAF, tightened heat shields, always run shell 93.

The exhaust has a leak at the sprung joint after the Y, and a couple small holes in the secondary downpipe. The turbo inlet pipe is pretty blown out looking at the primary turbo, but it seems to be tight and holding pressure. It seems outrageously slow until it’s past 5500rpm, makes 4-6psi primary and 9psi from 5500-redline in 3rd and 4th gear.
