Mysterious noise coming from under the back seat

Need some help guys and gals. My 99 Outback is making this noise. It's coming from behind the passenger seat, kinda centered over the fuel pump region. In the video, I'm decelerating but you can clearly hear a hissing/metallic rubbing sound at a steady tone. Then I start to accelerate and then this sputtering/sucking on a straw in an empty glass noise happens. Engine performance is still smooth. I know for a fact it's not wheel bearings, transmission, or brakes because it's not speed or engine rpm related. What the hell is it?

Being at rattley as subarus are, I tend to see them as very low importance problem, I will typically come across the culprit when I do other stuff to the car so I fix it when I come across it instead of spending hours trying to diagnose it. I don't know what dying fuel pumps sound like but I wouldn't just arbitrarily replace it unless it was showing signs of performance anxiety.

I couldn't hear it in the clip. I don't think the fuel system could make a noise loud enough to hear down there without some driveability symptoms.

 

When my fuel pump died years ago it didn't make any noise. Just suddenly not enough fuel pressure to keep the engine running. Whack with a tire iron after a bit of a rest got it to drive home again.

 

I did hear a Peugeot fuel pump make noise. Made the kind of noise you would expect out of a bad bronze bushing type bearing. The dealer said don't worry about it on your 1500 mile road trip, just bring it by when you get back.

 

Last random sentence: I don't think a football is a very good Christmas present.

Yeah, I've checked the bottom end for loose bushings or joint, but came up short. Someone on facebook told me to check my e-brake to make sure there is no metal on metal grinding and the pads aren't worn on the back.
