Fluid change

I drained the fluid and installed a new filter in a 1991 Subaru Legacy. When I add new fluid it won't drain into the pan it just backs up the dip stick. When I changed the filter, to get it off, I had to pull out one end of some tube that had it pinned in. More fluid came draining out. I put the new filter in, put the end of the tube back in and then ran into the aforementioned problem. Is it some kind of vapor lock? I read something about bleeding air. Never heard of it, and no idea how to do it. What am I doing wrong?
