Well, back to this. My car has failed again 4 years later, because the smog tech said I should have 2 catalytic converters. He also said that California ARB shows that a 2010 legacy 2.5 turbo should have 2 catalytic converters.

Can someone provide a link on what a pop-it is? Getting no hits on a google search other than the firecracker things you throw at the ground. Hard to hold on a spoiler with those, right?
You'll have better luck searching Plastic Rivets or Push Retainers than pop-its.

Also, don't use any kind of chemicals to clean off your old sticker before putting the new one on. I used rubbing alcohol and it rubbed away some of the paint under the hood. The paint is very thin.

Mailman has already came and I still have not received it, ridiculous! I will pay anybody if they want to send theirs to me, I need this done.

Hopefully I get mine in the next day or so, and then back to the referee to finally get my smog check signed off.... two months later.

The person I am communicating with has said that mailings started on 9/22/2016. Should be arriving soon.
If any 2010's get their sticker in the mail, please let me know. Would've been nice if they overnighted the decal to me.

Apparently the new stickers are going to be sent out by mail and will include a notification letter, new sticker, and installation instructions.
It is called the WTI-69 Service Program.

Two months since the initial issue.
I received an email about a week back stating that Subaru is soon going to issue a recall that will replace the underhood stickers. We will see, still driving expired.

...and unfortunately everyday I drive my vehicle it is subject to citation or impoundment since my sticker expired a couple weeks ago.

i wonder if it's the same motor for 300 and 400 how are they getting the extra 100 horsepower?? Possibly could get a 300 lightly optioned for under 50

while the 300 horsepower version is fitted with a single water pump, the 400 horsepower engine uses two water pumps for more effective management of heat when under operating at higher loads. In addition, for the 400 horsepower variant an optical turbo speed sensor gives a 30 percent power boost to the turbo system by allowing the blades to spin faster.
These outputs have been achieved while ensuring an improvement in fuel efficiency of up to 6.7 percent. This represents a best-in-class power-to-efficiency ratio for the 400 horsepower unit.
